<p style="text-align:inherit"></p><p style="text-align:inherit"></p><p style="text-align:inherit"></p><p style="text-align:inherit"></p><p>Network Management and Contract Operations<br />Job Title: Senior Manager, Contract Development<br />Department: Contract Operations<br />Reports To: Director, Network Management and Contract Operations<br />Grade: I<br />Position Summary<br />The Senior Manager, Contract Development is responsible to provide strategic direction and oversight for the development of innovative contracting models, financial arrangements, and provider partnerships that support enterprise goals, manage risk, and enhance BCBSMA’s competitive position.<br />This role serves as a trusted advisor to internal stakeholders, drives cross-functional initiatives, and provides people and thought leadership within the Contract Operations function.<br />Key Responsibilities<br />    Set strategic direction and lead the development and implementation of innovative contracting methodologies for physician and institutional providers across all BCBSMA products.<br />    Provide oversight of contract amendments, renewals, and approvals, ensuring compliance with business, legal, and financial requirements.<br />    Assess and mitigate financial, operational, and contractual risk while ensuring contracts support long-term strategic and financial objectives.<br />    Serve as a senior liaison with the Division, leading contract discussions, and presentations.<br />    Partner with cross-functional leaders (Finance, Legal, Network Strategy, Provider Data, Operations) to define provider strategies, reimbursement models, and network development approaches.<br />    Lead and govern complex, enterprise-scale contracting initiatives from concept through execution, ensuring alignment with organizational priorities.<br />    Establish and monitor performance metrics, reporting, and governance structures to track initiative progress, outcomes, and value realization.<br />    Foster a culture of innovation, accountability, and continuous improvement in contract development and provider partnerships.<br />    Lead high-impact, cross-functional project teams and influence decision-making without direct authority.<br />    Partner with Operations and Technology teams to ensure accurate and timely implementation of contracts within the Provider Contract Management System (e.g., Salesforce).<br />    Identify and drive improvements to end-to-end contracting workflows to increase efficiency, transparency, and data integrity.<br />    Lead special initiatives and strategic projects as assigned.<br />Qualifications<br />    Expert knowledge of provider contracting principles, reimbursement methodologies, and risk-based arrangements.<br />    Advanced experience in complex contract negotiation, financial modeling, and strategic decision-making.<br />    Strong executive presence with the ability to communicate clearly and influence senior stakeholders.<br />    Demonstrated success leading teams, managing large-scale initiatives, and balancing multiple priorities in a dynamic environment.<br />    High proficiency with contract management systems and data-driven reporting; Salesforce experience strongly preferred.<br />    Familiarity with legal, regulatory, and compliance considerations in provider contracting preferred.<br />Education & Experience<br />    Bachelor’s degree required; advanced degree (MBA, MHA, or similar) preferred.<br />    Demonstrated experience in provider contracting, healthcare finance, or related field.<br />    Proven experience in senior-level contract development, strategic planning, and stakeholder management within a health plan or provider organization.<br />    Experience leading teams and influencing outcomes across complex matrixed environments.</p><p style="text-align:inherit"></p><p style="text-align:inherit"></p><p>Blue Cross Blue Shield of Massachusetts is an Equal Employment Employer - veterans/disability. <span>Applicants are considered for all positions without regard to race, color, religion, sex, national origin, age, veteran status, disability, sexual orientation, gender identity or expression, or any other characteristics protected by law.</span></p><p></p><p>Blue Cross Blue Shield of Massachusetts will not discharge or in any other manner discriminate against employees or applicants because they have inquired about, discussed, or disclosed their own pay or the pay of another employee or applicant.
