Overview

Tactica Solutions, LLC is seeking a Senior Environmental Program Manager to lead National Environmental Policy Act (NEPA) planning and environmental compliance support under a Systems Engineering & Technical Assistance (SETA) contract for the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, Logistics & Engineering (G-4) at Redstone Arsenal, AL. This position requires a seasoned environmental planning professional with demonstrated experience leading complex NEPA programs within Department of Defense (DoD) or other federal agencies. Candidates whose experience is limited to environmental compliance monitoring, permitting administration, or support-level document preparation without NEPA leadership responsibility will not be competitive. Strategic Leadership & Oversight

  • Serve as senior advisor to USASMDC leadership on NEPA planning and implementation, environmental compliance, risk, mitigation strategies, and regulatory engagement.
  • Lead and develop a high-performing SETA team, ensuring alignment with mission priorities, cost, schedule, and performance objectives.
  • Provide executive-level briefings, program status updates, and strategic recommendations to senior military and civilian leadership.
  • Shape long-term environmental program planning, modernization efforts, and sustainable practices.
Program & Technical Authority
  • Direct SETA Team in planning, execution, and oversight of environmental programs in accordance with federal and DoD regulations (e.g., NEPA, AR 200-1, RCRA, CERCLA, ESA, SDWA).
  • Assist with regulatory coordination with federal, state, and local agencies, ensuring proactive compliance and risk management.
  • Provide expert level reviews of environmental impacts, mitigation strategies, permitting requirements, and lifecycle cost implications.
  • Anticipate regulatory changes and guide implementation of evolving environmental policy and standards.
Contract & Resource Management
  • Oversee financial execution, funding strategy, and spend plan reviews.
  • Provide senior-level oversight of contractor performance, scope development, cost estimates, and technical proposal evaluations.
  • Advise on contract structures (Cost-Reimbursable, T&M, FFP) and CLIN management to ensure fiscal accountability and program success.
  • Support business growth initiatives, including RFP input, SOW development, and technical solutioning.


Responsibilities

Required Qualifications
  • Bachelor's degree in Environmental Science, Environmental Engineering, or related scientific discipline (Master's preferred).
  • 10+ years of progressively responsible environmental program management experience, preferably within DoD or federal agencies.
  • Direct experience serving as NEPA lead or senior reviewer responsible for Environmental Assessments (EA) and/or Environmental Impact Statements (EIS).
  • Demonstrated success leading complex, cross-functional NEPA teams in high-visibility government environments.
  • Deep expertise in federal environmental regulatory frameworks and DoD environmental compliance programs.
  • Experience managing large-scale programs with responsibility for cost, schedule, performance, and risk.
  • Exceptional executive communication and stakeholder engagement skills.
  • U.S. citizenship and ability to obtain/maintain a government security clearance.
Highly Desired
  • Active security clearance.
  • Extensive DoD installation-level NEPA experience.
  • PMP certification.
  • Experience integrating NEPA with weapon system modernization or mission growth initiatives.
  • Familiarity with Army organizational structure and acquisition processes.
  • Experience supporting strategic growth and business development initiatives.
