This role manages special projects involving multi-department and multi-organization partnerships, and supports data-informed leadership.</p><p>The ideal candidate will apply formal project management methodologies (PMBOK or Agile) to municipal projects, with preference for candidates holding a <strong>Project Management Professional (PMP) </strong>or similar certification. This position will work up to 25 hours per week and report to the Chief Economic Development Officer.</p>Part-time, 20–25 hours per week. Some flexibility required for evening or weekend meetings.<ul type="disc" style="margin-bottom: 3pt;" data-pasted="true"><li>Conducts in-depth qualitative and quantitative research and makes recommendations for project scopes, schedules, and budgets.</li><li>Engages stakeholders and the public to gather information on needs; translates into clear project requirements and actionable deliverables.</li><li>Works with department executives to define overall project goals and scopes, schedules, and budgets.</li><li>Establishes project plan to deliver objectives; makes recommendations for team composition. </li><li>Work with division management to coordinate resources, vendors, and stakeholders to ensure successful project execution.</li><li>Develops requests for proposals (RFPs), negotiates and manages agreements with vendors and partners.</li><li>Facilitates project meetings, develops agendas, captures action items, and provides visible documentation.</li><li>Provides guidance and assigns work to project team members and SMEs to ensure goals, timelines, budgets, and scopes are met. Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork. </li></ul><ul type="disc" style="margin-bottom: 3pt;"><li>Monitors project performance; works with division management to navigate and resolve risks, issues, budget, controversial items, and potential impacts to scope, schedule, or budget. </li><li>Under supervision, administers the project’s budget and financial reporting.</li><li>Serves as a liaison between the department and project customers; prepares and presents information to a variety of audiences. </li><li>Develops and shares project updates to stakeholders at routine and predictable cadence.</li><li>Responsible for end-to-end process review, evaluation and incorporating lessons learned.</li><li>Work with the division’s performance analyst to assure projects meet desired outcomes.</li><li>Works with division managers to review policies and standard operating procedures (SOPs). Where appropriate, the incumbent will help create new or revised SOPs. </li></ul><p data-pasted="true"><strong>Education & Experience</strong></p><ul type="disc" style="margin-bottom: 3pt;"><li>5+ years of experience in project management, business analysis, or program administration.</li><li>Degree in Public Policy/Administration, Business Administration, Project Management </li><li>Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.</li></ul><p><strong>Certifications</strong></p><ul type="disc" style="margin-bottom: 3pt;"><li>PMP (Project Management Professional) or similar certification preferred.</li><li>Agile or Lean Six Sigma training preferred.</li></ul><p><strong>Skills & Abilities</strong></p><ul type="disc" style="margin-bottom: 3pt;"><li>Strong project management and organizational skills.</li><li>Ability to analyze business processes and develop practical recommendations.</li><li>Proficiency in project management tools (MS Project, Smartsheet, or similar).</li><li>Excellent facilitation, communication, and presentation skills.</li><li>Ability to balance multiple priorities in a dynamic, matrixed environment.</li><li>Skill in building relationships with diverse and sometimes opposing parties to develop bridges for understanding and collaboration.
