In this role, you will work closely with the Qatari Emiri Air Forces (QEAF) and our key OCONUS subcontractor, Kongsberg Air Defense (KDA).</p><p></p><p>As part of the Short & Medium Range Air Defense Systems Product Area within the Land and Air Defense Systems (L&ADS) Strategic Business Unit, the team has successfully delivered NASAMS systems to Qatar and is now transitioning into operations and sustainment, with opportunities for product modernization.</p><p></p><p>As the Program Manager, you will report to the NASAMS DCS Program Director within the MRAD Directorate and collaborate closely with the Qatar NASAMS Program Manager based in Andover, MA. Serving as the primary point of contact for Qatar NASAMS execution efforts in Doha, you will work in partnership with the Qatar NASAMS Program Manager to ensure a unified approach to program execution.</p><p></p><p>Key responsibilities include managing subcontractor execution schedules with the KDA in-country Project Manager to meet delivery commitments, supporting the CONUS Program Manager in preparing EACs and Program Review packages, and maintaining program infrastructure. This requires coordination across Raytheon functions, off-sites, and international partners to ensure timely staffing, start-up, and delivery of contractual products and services.</p><p></p><p>You will lead in-country teams for modernization, warranty, after-sales support, repair & return, and technical assistance, with responsibility for schedule and performance. This high-visibility role involves daily interaction with the MRAD Directorate, regional and CONUS-based functions, and senior-level customer representatives, ensuring program success through cross-functional collaboration and effective stakeholder engagement.</p><p></p><p><span>This accompanied role will be in Doha, Qatar for a 1-year international assignment with additional compensation. </span></p><p></p><p>Ability to travel internationally (up to 25%) as needed.</p><p></p><p><span>Employment is contingent upon meeting all medical requirements for overseas assignments including comprehensive post-offer medical examination.    </span></p><p></p><p><b><span>What You Will Do</span></b></p><p></p><ul><li>Oversee daily execution of the in-country team, schedule, and performance for assigned contracts, ensuring compliance and fostering customer intimacy to support growth efforts.</li><li>Serve as the primary operational Point of Contact for QEADF, providing procurement guidance, sustainment support, technical troubleshooting, and resource allocation for NASAMS Tactical Operations in Qatar.</li></ul><ul><li>Direct in-country team members, including site leads, warranty/logistics, quality, and technical <span>personnel, to ensure maximum operational readiness for QEADF. </span></li><li><span>Build strong partnerships with the major OCONUS subcontractor KDA, acting as the primary liaison between the NASAMS program office and subcontractor leadership. </span></li><li><span>Drive timely resolution of issues, ensuring Raytheon and subcontractor concerns are addressed promptly. </span></li><li><span>Support contract proposals, including bidding, negotiation, definitization, and start-up processes. </span></li><li><span>Develop and maintain a collaborative relationship with the QEAF customer, providing regular program updates and coordinating expectations with OCONUS and CONUS teams. </span></li><li><span>Ensure subcontractor commitments meet financial, technical, and schedule requirements, escalating issues to the CONUS Program Manager as needed. </span></li><li><span>Collaborate with internal functions, such as MRAD, Engineering, Contracts, Finance, Supply Chain, and Quality, to enhance program success. </span></li><li><span>Manage subcontractor lifecycle deliverables and support customer program reviews and visits. </span></li><li><span>Lead, mentor, and motivate the in-country team to achieve program objectives while fostering a culture aligned with corporate vision and values.</span></li></ul><p></p><p><b>Qualifications You Must Have</b></p><p></p><ul><li>Typically requires a Bachelor’s degree and 12+ years of relevant experience or an Advanced degree and minimum 10+ years of experience.</li><li><span>7+ years of experience in Program Management and Risk & Opportunity Measures.</span></li><li><span>Experience with large Air Defense weapon systems and prior military.</span></li><li><span>Experience with financial analysis tools and project management tools and/or systems.</span></li><li><span>Experience working with cross-functional teams.</span></li><li><span>CORE certification or process improvement equivalent.</span></li><li><span>PMX Certification Level 4, or ability to obtain within 12 months.</span></li><li><span>Proven ability to effectively lead a cross-functional team in an international environment.</span></li><li><span>Demonstrated ability to effectively work with international customers.</span></li><li><span>The ability to obtain and maintain a U.S. government issued Secret security clearance is required. </span></li><li><span>U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.</span></li></ul><p></p><p><b><span>Qualifications We Prefer</span></b></p><p></p><ul><li>MBA or a graduate degree in engineering.</li><li><span>Experience working in MENA region.</span></li><li>Experience as a Senior Non-commissioned Officer.</li><li>Proven experience in international program execution, including collaboration with large international subcontractors and US Government programs.</li><li>Strong working knowledge of EX/IM regulations, security requirements, and subcontract formation, execution, and management.</li><li>Skilled in developing and reviewing cost proposals, as well as preparing Proposal Review and Contract Start-up packages for management approval.</li><li>Expertise in supporting development, production, sustainment, and execution of complex weapon systems, preferably within the aerospace and defense industry.</li><li>Extensive experience in program execution across System Integration, Fielding, Training, Operations, and Sustainment.</li><li>Proficient in using Program Management tools or equivalent systems.</li><li>NASAMS program experience in execution or capture
