DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates 15 secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. For pre-adjudicated youth, the Division is also responsible for the management and oversight of the Colorado Youth Detention Continuum; a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. The position proactively plans and coordinates all aspects of the program’s responsibilities so that timely execution of HR processes is achieved.  <br><br><strong><u>Job Duties - </u></strong><br><br><strong>Staffing Liaison</strong><strong>-</strong><strong> </strong>This position serves as the liaison between DYS Leadership and Human Resources by overseeing staffing activities. This position is responsible for reviewing, interpreting, disseminating, and/or implementing program policy and procedures as it relates to staffing logistics for the Division and administrators, and Human Resources.  Responsible for the development and implementation of processes to streamline and improve efficiency in the program’s execution of its responsibilities in the areas of position descriptions (PD’s), recruiting/selection, new hire onboarding, data management, retention, and employee engagement development. The duties of the role may involve coordinating, overseeing, facilitating, measuring, and reporting on all activities associated with these responsibilities.  In addition, this position identifies programmatic barriers and inefficiencies that may contribute to delays or issues with quality, excellence, timeliness, and continuity in achieving the program's workforce staffing goals.<br><br><strong>Community Relations and Outreach</strong><strong> </strong><strong>-</strong><strong> </strong><span style="color: inherit; font-style: normal; text-decoration: none;" data-pasted="true"><strong> </strong></span>This position collaborates with HR and Payroll teams, determines areas for improvements and develops necessary training and coaching sessions for Managers, Supervisors, Program Assistants, and employees. Working with Division directors, facility directors and assistant directors, establishes, develops, and leverages community partnerships and relationships in support of talent acquisition and staff development goals by partnering with local post-secondary learning institutions, chambers of commerce, professional associations, and civic organizations.<br><br><strong>Division Position Description Oversight</strong><strong>- </strong>Works with HR job evaluation personnel to update job descriptions to ensure appropriate job titles/classifications. Provides organization charts and other key information to facilitate the understanding of position requests. Works with the HR business partners unit in wage and other compensation studies for program-specific jobs that are conducted by HR compensation staff. May attend CoWins meetings to support the DYS Director. <br><br><strong>Onboarding and Exiting</strong><strong> -</strong>Creates a welcoming environment for new hires to maintain workforce unity.  Responsibilities include the following:<ul><li>Problem solves barriers to efficient onboarding of staff. </li><li>Introduce new staff to the team and arrange for a tour of the facility that highlights important areas for employees to be aware of.</li><li>Ensures administrative issues for new hires are completed to enable completion of major onboarding activities</li><li>Facilitates follow-up focus groups with new employees specific to hiring, onboarding, and training.
