Explore our Total Compensation Calculator: https://compensationcalculator.wyo.gov<br><br><strong>Human Resource Contact: </strong><strong>kelly.gayer@wyo.gov<br><br></strong><strong>ESSENTIAL FUNCTIONS: </strong> The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.<br><br><ul><li>Participate in statewide planning and information/resource sharing efforts to strategically advance the expansion and integration of apprenticeships into the Wyoming workforce.</li><li>Collaborate with programs under the Business Training and Support Unit to identify and cultivate apprenticeship development opportunities that meet evolving industry needs.</li><li>Partner with DWS Business Representatives, Workforce Center Managers, and local workforce center staff to deliver engaging training on Apprenticeships and current grant initiatives</li><li>Maintain a close partnership and dynamic working relationship with the Wyoming Department of Labor - Office of Apprenticeship to stay informed about new Registered Apprenticeship sponsors across the state, share updates on existing sponsors, and explore emerging industry and occupation models.</li><li>Work directly with a variety of key workforce partners, including the Wyoming Workforce Development Council, Next Gen Sector Partnership groups, Wyoming Business Alliance, Wyoming Economic Development Associations, Wyoming State Chamber of Commerce, and the Wyoming State Council of Human Resources to provide technical assistance and comprehensive support to businesses and potential sponsors developing Registered Apprenticeship programs.</li><li>Collaborate with community colleges, universities, workforce boards, and other intermediary organizations that provide related instruction for business sponsors to support the development of program standards, structured theoretical learning, and mentorship frameworks.</li><li>Work directly with employers to identify eligible occupations and build Registered Apprenticeship Programs aligned with workforce demand.</li><li>Provide technical assistance to Registered Apprenticeship Programs and Wyoming business and industry to support and develop a streamlined, efficient process for grant utilization.</li><li>Present and share apprenticeship information with Career and Technical Education (CTE) teachers, as well as high school counselors and students across the state, to expand awareness and create pathways for youth apprenticeships and pre-apprenticeship programs that lead to Registered Apprenticeship Programs.</li><li>Work collaboratively with the DWS Workforce Development Training Fund (WDTF) program to coordinate Apprenticeship grant efforts and maximize utilization of both Apprenticeship grants under DWS.</li><li>Develop and coordinate dynamic statewide in-person and virtual events and activities in conjunction with the U.S. Department of Labor’s National Apprenticeship Week each year, showcasing innovation and expanding opportunity across Wyoming.<br><br></li></ul><strong>Qualifications<br><br></strong><strong>PREFERENCES:<br><br></strong>Preference may be given to candidates with knowledge of apprenticeship programs.<br><br>Preference may be given to candidates with experience developing workforce talent pipelines.<br><br>Preference may be given to candidates with knowledge of Career & Technical Education<br><br>Preference may be given to those with policy and planning experience.<br><br>Preference may be given to those with experience working within federal and state programs.<br><br>Preference may be given to those with grant management experience.<br><br><strong>Knowledge<br><br></strong><ul><li>Knowledge of Apprenticeship Programs</li><li>Knowledge of Workforce Development Pipelines</li><li>Knowledge of database management and software/computer operations</li><li>Knowledge of the budget operation and management</li><li>Knowledge of grant and contract regulation policies and procedures</li><li>Knowledge of agency policies, procedures, and philosophy</li><li>Ability to network with a variety of different audiences and entities</li><li>Ability to communicate well with others and utilize customer service skills</li><li>Ability to navigate and utilize Excel, Word, and Google</li><li>Ability to collaborate with statewide education systems, including local education agencies, community colleges, and universities<br><br></li></ul><strong>Education<br><br></strong><strong>MINIMUM QUALIFICATIONS:<br><br></strong>Bachelor's Degree (typically in Business)<br><br><strong>Experience<br><br></strong>1-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Grants and Contracts Administration Specialist<br><br><strong>OR<br><br></strong><strong>Education & Experience Substitution<br><br></strong>4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Grants and Contracts Administration Specialist<br><br>Necessary Special Requirements<br><br><strong>Physical Working Conditions<br><br></strong><ul><li>Some travel required<br><br></li></ul><strong>Notes<br><br></strong><ul><li>FLSA: Non-exempt</li><li>The Wyoming Department of Workforce Services (DWS) uses E-Verify, an Internet-based system, to confirm the eligibility of all newly hired employees to work in the United States.
